Gary Grigsby, PE, PLS - President & Operations Manager

Mr. Grigsby is the Vice President in charge of operations at Western Research and Development. He is a Professional Engineer and Licensed Land Surveyor in both Wyoming and Colorado. He earned a dual degree from Colorado State University in Mechanical and Civil Engineering, as well as a degree in Business Management. Gary is a helicopter pilot and flies the Bell 206L Long Ranger. He has spent decades becoming intimately acquainted with our regional terrain and has personally dedicated himself to raising the bar for expectations in both the Surveying and Engineering professions.

Del McOmie, PE - Senior Engineering Consultant

Mr. McOmie, PE, joined the Y2 team in 2020 as Senior Engineering Consultant. Del has a long history of work in Cheyenne where he recently retired as the Wyoming State Construction Department Director. Del has over 36 years’ experience with WYDOT. His experience with WYDOT procedures, policies, and practices as well as interactions with outside agencies such as the BLM, Forest Service, Corps of Engineers, and Local and State governments will help expand Y2’s projects and presence in Cheyenne and throughout Wyoming.

Lou Harmon, PE, PLS, PG - Senior Project Manager

Mr. Harmon has over 40 years of experience with municipal utility engineering and planning, including the experience in seeing through long-term planning from concept to reality. Mr. Harmon is the past Program Manager of the Water and Wastewater Program, Wyoming Department of Environmental Quality/Water Quality Division. Lou is worked with many concentrated animal feeding operations, designing their waste management systems and permitting with Wyoming DEQ and the U.S. EPA . Lou graduated from the Colorado School of Mines with a degree in Geological Engineering in 1967. He is licensed as a Professional Engineer in Wyoming, Colorado, Kansas and Nebraska, Professional Geologist in Wyoming, Land Surveyor in Colorado and Kansas and is a nationally certified Cross-Connection Control Surveyor and Tester.

Liberty Blain, Survey Technician and Water Rights Specialist

Ms. Blain is a professional water scientist with extensive experience in water law, permitting, water rights adjudication, petitions to the WY Board of Control, as well as stream surveys and watershed planning.  She is also knowledgeable in plant biology and agriculture.  Liberty offers in-depth knowledge of surveying principles and is currently pursuing a Wyoming Professional Land Surveyor license.  Liberty’s expertise in water rights analysis and management will be an invaluable asset to this project team.

Brian Neville, PhD, EI - Project Engineer / LiDAR Technician

Dr. Neville holds a BS in Civil Engineering from the University of Wyoming, a PhD in Mechanical Engineering from North Carolina State, an MS in Aerospace Engineering from Iowa State, and a BS in Mechanical Engineering from the University of Nebraska, Lincoln. Brian is Western's LiDAR technician, responsible for processing sophisticated point cloud data sets captured by Western's helicopter based survey system. Dr. Neville manages the extraction of the raw data and processing and final delivery of information to the exact client specifications - from a few acres of land development, to power line corridors hundreds of miles long.

Adrienne Lemmers, PE - Engineering Manager

Ms. Lemmers holds BS and MS degrees in Civil Engineering from the University of Wyoming at Laramie, and is a registered Professional Engineer in Wyoming. She brings extensive civil engineering design and permitting experience to Western, including special expertise in underground injection, permitting, water and wastewater treatment systems, and remediation of soil and groundwater.

Ed Waddell - Planning Manager

Mr. Waddell is Western's community and transportation planner. He has BS and MS degrees in Urban Planning and Transportation Planning from Michigan State University, and also a Master's Certificate in Project Management from George Washington University's Project Management Institute. Ed brings 30 years of experience in planning process design and management, transportation studies, and project development. He is responsible for coordinating planning-related studies and tasks for Western.

Ann Marie Taylor - Cheyenne Administrator

As the Administrator in our Cheyenne office, Ms. Taylor is responsible for Accounts Payable, Accounts Receivable, Payroll, Human Resources and Facilities Management. If you are unsure who you need to speak with at Western, she is the best place to start and would be very pleased to assist you.
